If you made a website for fire department, what kind colors would u use 
Cars are red with white markings, and logo is black and white…

You would probably want to use colors from the fire trucks, lots of red and white. Maybe even some brick type images as a lot of classic fire houses are made from red brick.

Look at images of fire trucks and fire departments, that you could maybe use on the site, and take the colour schemes from there. But be careful, primary colours red, yellow when mixed with white and black can look very cheesy together.

Colors depend on the design and layout. It would be helpfuil to see a sketch of the planned layout. Maybe you can get some color-inspirations through http://kuler.adobe.com/
